QuickCPU disabled turbo boost
MacsFanControl dual fan speed set to fullblast

Recorded with Windows Game Bar at 60 FPS

Witcher 3 1920x1200 resolution
high settings without nvidia hairworks
CPU clockspeed stays locked at base clock
GPU clock drops every once in a while causing the FPS to drop
