To use Airdrop to share files from iPhone to iPhone, you have to make to sure both devices have WiFi and Bluetooth turned on, they will be used to connect and transferring files, you won’t need any Internet connection for it. Also make sure the receiving iPhone’s Airdrop setting is for 'Everyone'.
